I would have to see the person and the boots to determine what the problem is.
If they fit in the foot area, the cuff should be able to be modified to allow another season in the boots, but also at 16 her foot has most likely stopped growing anyway, and if the buget allows it get her a new set that should see her ski better, being adult boots.

OK time to check that the Children's boots are still OK
Here is the "feedback" from No2 daughter age 16
Length feels OK toes just touch the end standing and when she flex's forward they don't
The problem is in the calves - when she does them up to what she feels like is normal skiing "tightness" they are tight around her calves and within a minute or two her calves start to throb
Have tried doing them up quiet loose and didn't get the throbbing as bad (still just a little bit) but felt that she couldn't ski with them like that.
She is an advanced skier and the boots are probably 5 years old - size 4 1/2 - we thought that they may have been too small (toes touching) 2 years ago but got footbeds and that fixed the toe touching problem - so it may be that her calves are now larger and too big for childrens boots?
Sounds like it is time for new boots so probably just looking for confirmation that there is a logical reason for the symptoms and also that there is not something else that can easily be done to rectify the problem and perhaps get another season out of them
